Ivan the Terrible (いばん雷帝, Iban Raitei?) is one of the executioners in Tokyo Underworld manga series.
He's an executioner in Tokyo Underworld and a member of Three Nobles alongside Empress Wu Zetian and Yoritomo. Like those mentioned above, it is usually found in the Presidential Prefecture.

Ivan usually wears an elegant suit, he usually has his hair combed back having two strands on his face, on his face he has a mask with the president tower's logo that covers his entire face.

Ivan is a person who usually acts attractive but is a sadist who enjoys watching half-executioners destroy each other.
